How to edit tab captions in the IDE
To set the tab captions in the IDE form editor:
  -
Set the TabStrip's Count property to the desired number of tabs,

  -
Either select each tab on the TabStrip in turn and edit the Text property in the property grid.

  -
Or use the read-only array method.

Every other property that applies to the "current tab", like
Picture
can be set this way.
Examples...
  TabStrip1.Count = 2
  TabStrip1.Index = 0
  TabStrip1.Text = "Panel 1"
  TabStrip1.Index = 1
  TabStrip1.Text = "Panel 2"
  TabStrip1.Count = 2
  TabStrip1[0].Text = "Panel 1"
  TabStrip1[1].Text = "Panel 2"
